    California Issues Moratorium Following Franklin Fire

    On August 8, 2025, the California Department of Insurance (CDI) released Bulletin 2025-12 to all admitted and non-admitted insurers in the state to issue a mandatory moratorium on the cancellation and nonrenewal of residential property insurance following the emergency declaration due to the Franklin Fire in the City of Malibu.

     

    No insurer should issue a notice of cancellation or nonrenewal due to wildfire risk for one year, starting on June 18, 2025. The bulletin provides the ZIP codes to which the moratorium applies. Additionally, insurers must offer to rescind any notices of cancellation or nonrenewal that were issued due to wildfire risk since the emergency declaration.
