On December 8, 2025, the Colorado Department of Regulatory Agencies (DORA) issued Revised Bulletin No. B-10.001 regarding the format of the required attestation for insurers who do not use external consumer data and information sources (ECDIS), or algorithms or predictive models that use ECDIS.
DORA has not prescribed a specific format for the attestation. Insurers may independently develop the format, but it must be signed by an officer of the insurer and unambiguously state the insurer does not use any ECDIS, or algorithms or predictive models that use ECDIS, with any insurance practice. The bulletin provides instructions for submitting the attestation through SERFF.
