Missouri

Missouri has enacted two bills involving the legal title of property damage claims paid, in whole or in part, by an insurer. The portion of the claim paid by the insurer shall vest in the insurer; the claimant retains legal title of the remaining claim. House Bill 2636 and Senate Bill 835 add additional provisions as stated below.

The Missouri Department of Commerce and Insurance (DCI) has adopted amendments to 20 CSR 500-4.300 Rate Variations (Consent Rate) Prerequisites. The DCI removed section (3), which set forth consent-to-rate standards for aircraft insurance, to comply with previous statutory amendments to section 379.316.1(3), RSMo, that took place during the 2023 legislative session.

On May 29, 2026, the Missouri Department of Commerce and Insurance (Department) issued Insurance Bulletin 26-09 to rescind the moratorium on post-storm cancellations and nonrenewals.

On November 4, 2025, the Missouri Department of Commerce and Insurance (Department) issued Insurance Bulletin 25-11 as an addendum and clarification to Insurance Bulletin 25-10.

On October 13, 2025, the Missouri Department of Commerce and Insurance (Department) issued Insurance Bulletin 25-10 to all property and casualty insurers writing homeowners and dwelling insurance covering residential properties to stop policy cancellations and nonrenewals under certain circumstances.

On September 11, 2025, the Missouri Department of Commerce and Insurance issued Insurance Bulletin 25-09 to inform certain insurers of the new Missouri Insurance Verification System (MOIVS).
