Utah has adopted Rule R590-291, which, among other provisions, identifies the circumstances under which a property and casualty insurer may use fire hazard data other than the wildfire risk assessment mapping tool maintained by the Division of Forestry, Fire, and State Lands.
The rule states that, in rating or underwriting high risk wildland urban interface property, an insurer may use fire hazard data other than the boundary determination provided in the mapping tool. Other fire hazard data may only be used if an insurer objectively demonstrates that the data is compliant with the mapping tool in a manner acceptable to the commissioner. This rule will be enforced starting July 1, 2026.
Please see Rule R590-291 for more information.
