On January 9, 2026, the Hawaii Department of Commerce and Consumer Affairs issued Memorandum 2026-1PC to notify insurers of the changes made to property and casualty rate filing procedures.
The memorandum describes the revisions, including those that were made to the General Requirements and Filing Instructions. The effective date for these changes is extended to April 1, 2026. Insurers submitting a filing on or after that date must ensure that the filing conforms to the revised requirements and forms.
