Hawaii Issues Memorandum Regarding Updated Flood Insurance Rate Maps

On April 8, 2026, the Hawaii Department of Commerce and Consumer Affairs (DCCA) issued Commissioner's Memorandum 2026-3A to inform insurers that the Federal Emergency Management Agency (FEMA) has recently updated its Flood Insurance Rate Maps (FIRMs).

 

With the changes to the FIRMs, some parcels may now be designated as high-risk flood zones, requiring specific building standards, and may be subject to mandatory flood insurance requirements. The DCCA requests that insurers proactively inform their clients about the FIRM updates, potential impacts in insurance requirements, and new building standards. The memorandum includes a flyer, shared with the general public, that provides a list of National Flood Insurance Program policy discounts that insureds may be eligible for.
