On March 23, 2026, the Minnesota Department of Commerce (Commerce) issued Administrative Bulletin 2026-1 providing rate filing requirements for the Fortified Program to insurers licensed to sell homeowners insurance.
The bulletin states that each insurer must provide a premium discount or insurance rate reduction for each FORTIFIED designation that could be used by an insured on an insurable property. Each insurer must submit to Commerce actuarially justified rates and a rating plan that may not be used until 60 days after being filed, unless Commerce approves the rate and rating plan before that time. The bulletin also outlines Commerce's evaluation of the filed rate and rating plans.
