Vermont Enacts House Bill 648

Written by AAIS | Sep 2, 2026

Vermont has enacted House Bill 648 which, among other provisions, adds new annual and quarterly statement reporting requirements and additional bases for unfair discrimination.

Each year on or before March 1, every insurance company performing business in the state must file a copy of its annual statement convention blank, along with additional filings prescribed by the Commissioner for the preceding year. The bill includes how the filing should be prepared and what to include. All insurers must also file with the NAIC a copy of the quarterly statements exhibiting conditions and affairs for the periods set forth in the bill. Additionally, the bill adds race, religion, and national origin to the list of bases for unfair discrimination.
