California

California has enacted Assembly Bill 815 and Assembly Bill 987. Summaries of each bill follow. 

On September 30, 2025, the California Department of Insurance (CDI) issued a notice to all admitted and non-admitted insurers, insurance producers, support organizations, statistical agents, and other interested parties to remind them of their obligation to promptly notify the CDI of any improper disclosure of personal information and/or security breaches.

On September 26, 2025, the California Department of Insurance (CDI) issued Bulletin 2025-13 to put in place a mandatory moratorium on cancellations and nonrenewals after a state of emergency was declared following the TCU September Complex Fire.

On September 19, 2025, the California Department of Insurance (CDI) issued a notice to homeowners and commercial property insurers regarding the coverage of flood, mudslide, and earth movement claims relating to recent wildfires.

On August 8, 2025, the California Department of Insurance (CDI) released Bulletin 2025-12 to all admitted and non-admitted insurers in the state to issue a mandatory moratorium on the cancellation and nonrenewal of residential property insurance following the emergency declaration due to the Franklin Fire in the City of Malibu.

On February 25, 2025, the California Department of Insurance (CDI) released Bulletin 2025-6 to all admitted and non-admitted insurers in the state to issue a mandatory moratorium on the cancellation and nonrenewal of residential property insurance following the emergency declarations due to wildfires in certain counties.

California has amended Title 10 CCR Section 2644.27. Among other provisions, the rule states that a variance request may be submitted to the Rate Regulation Branch if the standard Net Cost of Reinsurance (NCOR) does not accurately reflect the company's actual reinsurance costs and does not produce an actuarially sound result. The rule describes the information that should be included with a variance request.

On January 9, 2025, the California Department of Insurance (CDI) released Bulletin 2025-1 to all admitted and non-admitted insurers in the state to issue a mandatory moratorium on the cancellation and nonrenewal of residential property insurance following the emergency declarations due to wildfires in certain counties.

On November 14, 2024, the California Department of Insurance (CDI) issued Bulletin 2024-13 to all admitted and non-admitted insurers in the state, mandating a moratorium on the cancellation and nonrenewal of residential property insurance following the emergency declaration due to the Mountain Fire.

On November 8, 2024, the California Department of Insurance (CDI) issued Bulletin 2024-12 to all admitted and non-admitted insurers in the state, mandating a moratorium on the cancellation and nonrenewal of residential property insurance following the emergency declarations due to the Shelly and Bear fires.
