Utah has enacted Senate Bill 227. Among other provisions, the bill amended Section 31A-20-101 to add that an insurer may not consider, use, or rely upon the existence, likelihood, possibility, or exposure to punitive damages when engaging in underwriting, rating, risk classification, or determining premiums or other charges for a policy. The bill becomes effective May 6, 2026.

Utah Issues Bulletin Regarding Motorboat Reporting Requirement

On August 1, 2024, the Utah Insurance Department (UID) issued Bulletin 2024-9 to inform insurers that due to the passage of House Bill 184, those that offer motorboat insurance are required to report the motorboats that they insure to the Utah Uninsured Motorist Identification Database Program beginning on January 1, 2025. The bulletin provides the instructions for the reporting requirements.
Utah has recently enacted House Bill 410, a comprehensive insurance omnibus bill that introduces several changes to the insurance landscape in the state. The bill, which amends the Insurance Code, the Public Employees' Benefit and Insurance Program Act, and related provisions, was signed into law by the Governor on March 14, 2023, and officially took effect on May 3, 2023.
