On July 31, 2026, the Oregon Division of Financial Regulation (Division) issued Bulletin No. DFR 2026-6 regarding areas subject to the Department of Consumer and Business Services Wildfire Emergency Order. A list of affected ZIP codes is provided in the bulletin; the Division will update this list on a timely basis through GovDelivery and the Division’s website. Additionally, insurers are encouraged to allow consumers to attest to being affected by the fires and in good faith try to provide relief.

Oregon has adopted new rules OAR 836-054-0110, -0115, -0120, -0125, and -0130 to clarify ORS 742.075, which requires insurers to give a clear and reasonable written explanation for any increase in the amount of premium the insured must pay upon renewing certain policies when a written request from the insured is received.
Oregon Issues Memorandum Regarding Senate Bill 840 Insurance Provisions

On December 9, 2025, the Oregon Division of Financial Regulation issued a memorandum regarding Senate Bill (SB) 840 insurance provisions to all companies writing auto insurance.
Oregon has enacted House Bill 2563, which, among other provisions, states that an insurer that renews an existing homeowners or personal insurance policy with an insured must give a clear and reasonable written explanation for any increase in premium at the insured's written request. The explanation of a premium increase must include all, but not more than four, of the factors that most significantly contributed to the increase.
