Maryland Adopts COMAR 11.18.04.01 Through .04

Maryland has adopted COMAR 11.18.04.01 through .04. Among other provisions, the rules require insurers to participate in the Motor Vehicle Administration's Online Insurance Verification (OLV) program, which helps verify insurance policies in real time. Additionally, on at least a weekly basis, insurance companies are required to submit a report of all active policies in an electronic format determined by the Administration.

Maryland has adopted the proposed amendments to COMAR 31.08.03.04, .05, .07, and .08. Among other revisions, the amendments add that a notice of cancellation or nonrenewal or a reduction of coverage may be sent to an electronic mail address to which the insured consented to receive mail, or posted to an electronic network with a separate notice to the insured directed to the electronic mail address to which they consented to receive such notice.

Maryland Enacts Senate Bill 254

Maryland Senate Bill 254, which was enacted on April 9, 2024, will require auto carriers to change the method of reporting insurance coverage to the Maryland Motor Vehicle Administration from an electronic to an online system. The bill also eliminates the requirement to report new policies for non-fleet vehicles and enacts a requirement to report all active policies. Under the bill, the format and cadence for online reporting will be determined by the MVA.  The bill becomes effective on January 1, 2025.
