Wyoming Modifies Chapter 26 of the Insurance Department Regulations

Wyoming has modified Chapter 26 of the Insurance Department regulations, which among other provisions states that if an insured loss causes damage to all facets of the roof of a covered property, the entire roof should be replaced. Additionally, other adjustment practices for roof damage covered under a homeowners policy are provided, including that photographic documentation of the roofing product, in and of itself, is insufficient for meeting reasonable investigation requirements, and that no insurer should depreciate the cost of labor associated with the installation and tear-off of roofing products when adjusting a roofing claim.

On August 18, 2025, the Rhode Island Department of Business Regulation issued Insurance Bulletin Number 2025-3 regarding the use of aerial imagery in the underwriting of homeowners insurance policies and the settlement of claims.
Colorado has enacted House Bill 1182, which, among other provisions, states that an insurer that uses a wildfire risk model, a catastrophe model, or scoring method to assign risk must provide the model or method to the Commissioner as part of a complete filing. The filing should include a description of the model, the impact of the model on rates, actuarial justification for all rating factors, mitigation discounts offered, and an explanation of the use of the model in underwriting decisions.
