    Connecticut Issues Bulletin PC-94-26

    Nov 4, 2026 / by AAIS

On September 22, 2026, Connecticut issued Bulletin PC-94-26 regarding new statutory requirements established by Public Act 26-69 (the Public Act).

The Public Act requires insurers to provide billing notices containing a “prominent statement” with contact information when increasing personal risk policy premiums. The bulletin outlines the content and formatting requirements the “prominent statement” should meet. Additionally, the Public Act requires insurers to provide reasonable explanations for personal risk insurance policy premium increases no later than 20 days after requested by the named insured. The bulletin establishes that insurers must accommodate receipt of such requests by mail, telephone, and email; insurers may also make other forms of electronic submission available, but such means may not be mandatory.

Insurers are requested to file revised premium billing notices with the Connecticut Insurance Department (CID) through SERFF before December 1, 2026. Insurers should be prepared to mail new notices to policyholders beginning January 1, 2027.

Please see Bulletin PC-94-26 for more information. For any questions regarding the bulletin, please contact the CID's Property and Casualty Division at cid.pc@ct.gov.
