On June 5, 2025, the Texas Department of Insurance (TDI) issued Commissioner's Bulletin #B-0005-25 to insurers writing personal automobile and residential property policies in the state regarding the 2025 HelpInsure.com data call. 

Insurers that meet one of the following criteria are required to respond to the data call:

• The insurer is in one of the top-25 national groups and has more than $1 million in direct written premium in Texas; or
• The insurer is in one of the top-25 national groups, has more than $1 million in direct written premium in Texas, and issues and processes business through a nonaffiliated company.

The TDI will email insurers if they meet the above criteria and are required to respond. Insurers that do not meet the criteria are encouraged to participate in the data call, but are not required to do so. The bulletin provides the instructions for reporting. The data is due to the TDI by July 11, 2025, for rates that are in effect on June 1, 2025.
