On September 16, 2026, the Texas Department of Insurance issued Commissioner's Bulletin #B-0008-26 to encourage all property and casualty insurers to develop meaningful, actuarially supported premium discounts for homeowners who invest in loss mitigation.

The bulletin provides actions that companies can take to recognize consumers who have made loss mitigation efforts. These include incorporating each loss mitigation item into rating plans and premium calculation frameworks, informing policyholders of certain available credits, and minimizing relevant administrative burdens on consumers. Companies that wish to introduce new discounts or expand existing loss mitigation credits must submit their filings through SERFF.
